Public Policy: Introduction
"Many people say that it is the intellect which makes a great scientist.
They are wrong: it is character."
ALBERT EINSTEIN
A physician bears no higher responsibility than when he or she asks another human being to participate in a medical experiment. Enlisting patients’ help in advancing medical care creates special obligations for protecting their rights, well being and privacy. In addition, we must be able to guarantee their safety — carefully assessing risks and benefits throughout the course of the trial, monitoring the data as they emerge, and canceling the study if concerns arise. |
